Years ago, after he was offended by a joke told by Don O, the ruler of Plunderland, Don Q decided to try to take over the country, and when he did, he tried to overturn any law and program Don O had passed and created. He called the famous health-insurance program "O-Care" and said every few months that "in two weeks" he would propose a new plan, "Q-Care". Yet he never did actually do so. Still, he and his cronies did manage to strip O-Care of many of its benefits, so that eventually it barely resembled what O-Care had tried to be, and probably should have been called "Q-Care" after all.
