Mostly, when Don Q looks at the window painted on the wall of the Offender's Office at Hush Money House, he sees whatever is making him angry at the moment. But once in a while, he sees what pleases him, and it makes him smile his own private smile, which nobody else has ever seen. So now, sitting by himself at the Irresolute Desk, after a meeting in which he was told that soldiers who have blown boats up for him, as well as members of his staff involved in ordering those actions, could be liable for prosecution for "extrajudicial killings," he smiles that smile and mumbles to himself, "Official acts."
